To tackle this challenge, the Air Force partnered with SIMBA under a Small Business Innovation Research (SBIR) contract to develop the Digital Blockchain Budget Accountability and Tracking (DiBaT) platform — a breakthrough solution designed to bring full visibility, accountability, and auditability to military financial management.
The Challenge:
Limited Visibility, Greater Risk
The Air Force’s financial ecosystem spans countless vendors, commands, and programs, creating data silos and visibility gaps. Budget fragmentation, delayed reporting, and manual reconciliation processes often lead to inefficiencies — and open the door to fraud, waste, and abuse.
With operations accelerating and funding demands growing, the Air Force needed a solution that could provide real-time oversight and a single source of truth for every financial transaction.
The Solution:
A Blockchain-Backed “Single Source of Truth”
DiBaT leverages blockchain technology to record every financial transaction as a non-fungible token (NFT) — a unique, tamper-proof digital record. These tokenized transactions are stored immutably on-chain, ensuring data integrity and traceability.
To make sense of the data, SIMBA Chain created a financial ontology defining key terms and relationships, then mapped the transactions into a graph database (knowledge graph). This structure visualizes how funds flow across the enterprise — showing who spent what, where, and when.
Because every data point is anchored to the blockchain, Air Force leaders can trace the complete path of funds, detect anomalies early, and trust that the information hasn’t been altered.
AI-Powered Insights: From Complex Data to Clear Answers
DiBaT’s integration with Large Language Models (LLMs) and Retrieval-Augmented Generation (RAG) makes powerful analytics accessible to anyone. Through a simple chat interface, users can ask natural-language questions like:
- “Which supplier had the highest contract value?”
 - “Who supplied the cheapest actuator?”
 
The system translates these queries into complex graph searches, delivering precise, verifiable results — without requiring technical expertise. Unlike traditional AI tools, DiBaT’s responses are grounded in on-chain data, ensuring accuracy and eliminating the risk of fabricated (“hallucinated”) answers.
